The approved FY23 Capital budget includes $129,500 for the purchase of three pickup trucks for the Utility Division of Public Works. One pickup truck will be used in Water Production, and two will be used in Water Distribution. All three of the trucks being replaced have been inspected by Fleet and determined to be in need of replacement based on age and condition. If this purchase is approved, the current vehicles will be surplused in accordance with Village policy.
The proposed replacement trucks are 2023 Ford F250 4X4 pickup trucks. The Village typically purchases these vehicles through a State Purchasing contract, but currently none exist, due to the supply chain problems. Staff found a National Joint Purchasing contract for $154,796.34.
Staff researched the pricing and was able to secure a second quote from a past vendor that historically participated in the State's Purchasing Program. Currie Motors of Frankfort, IL provided a quote of $142,641, which is approximately $12,000 less than the joint purchasing prices. Although, the price is $13,141 over budget, the overage can be absorbed in the current budget, due to the reprogramming of a Sewer van that was still found to be in great condition. Staff has successfully worked with Currie Motors in the past and Staff recommends the purchase.
Funds for this purchase are available in Account No. 621-9003-572.50-05 (VH9502), and the overage will be accommodated as noted above.
RECOMMENDATION
It is recommended that the Village Board waive competitive bidding and approve the purchase of three pickup trucks through Currie Motors of Frankfort, Illinois, in an amount not-to-exceed $142,641 and authorize Staff to execute the necessary documents.
