Item: Flock Safety LPR

The Police Department is seeking approval to enter into a contract for fixed license plate recognition (LPR) cameras with Flock Group, Inc. Fixed LPR camera systems are designed to be deployed into the community as a means to help deter crime, assist law enforcement in gathering evidence and increase clearance rates in criminal investigations. As such, fixed LPR cameras are an innovative and cost effective force-multiplier.

 

The camera system has the ability to detect license plates of passing vehicles, notifying law enforcement in real-time of stolen vehicles or those having particular interest in active investigations. Cameras are strategically installed in key areas, thereby creating a virtual gateway into the community. This information allows law enforcement to take immediate and tangible action against known criminals or deter crime before it happens. The Police Department currently utilizes mobile LPR technology within the  patrol fleet, which has proven highly effective. Surrounding agencies have already implemented such fixed LPR systems in their jurisdictions with immense success. 

 

Recommendation

 

The Police Department recommends the Village Board approve the 2-year contract with Flock Group, Inc. in the amount of $126,000.00. The Department further requests to waive the formal bidding process as Flock Group, Inc. is subsidiary of Axon Enterprises (the Police Department's digital evidence solution) and is the only fixed LPR system which seamlessly integrates with that system. Flock Group, Inc. has a strong presence in northwest Illinois with numerous clients, further supporting a robust area wide network. 

 

Funds necessary for the first year ($66,000) of the two-year contract have been allocated and approved in the FY23 Budget Capital Projects Fund 401-3001-572.50-15
