The Village of Arlington Height's Capital plan includes $48,000 for the conversion of non-efficient parking lot lighting to Light Emitting Diodes (LED's) wherever possible. The Village plans to replace 215 lights in the North Parking Garage, which will reduce energy consumption.

This bid was designed to provide competitive pricing for the parking garage project only. Currently the North Garage has 215 lights rated at 114 watts each including a transformer. The proposed lights are only 33 watts each. The Village has submitted the necessary paperwork for ComEd's Efficiency Rebate Program, and we anticipate a rebate of $13,932. Not only will this project reduce future energy demands, Staff is anticipating a ComEd Rebate covering 18% of the costs.

On February 9, 2023, five bids were opened and publicly read aloud.

Graybar Electric of Glendale Heights, IL submitted the lowest qualified bid. Staff has worked successfully with Graybar Electric in the past and recommends award. 

When the rebate is considered, this project is still anticipated to be $11,393.75 over budget. After reviewing the utility costs for this garage, Staff recommends approval, as the LED's will pay for themselves in approximately 16 months.  Capital Account #235-7101-571.50-25 (BL-1903) has sufficient funds available for this award.

RECOMMENDATION

It is recommended that the Village Board award the North Parking Garage LED Light Fixtures bid to Graybar Electric of Glendale Heights, Illinois, in the amount of $73,325.75 for providing 215 LED fixtures and authorize Staff to execute the necessary documents.
