The approved 2023 Capital Plan includes $88,800 for replacing three sedans in the Health and Human Services Department. The current vehicles are used daily by staff in this department for nursing visits and environmental health checks. 

The current sedans in the Health and Human Services Department range from ten to fourteen years of age and have undergone a thorough condition assessment performed by the Department's Fleet technicians. The replacement has been recommended due to the high maintenance costs incurred over the years for the three sedans in the Health and Human Services Department.

To continue the trend of moving towards a green fleet when possible, the proposed replacement vehicle for the sedans in the Health and Human Services Department is a 2023 Chevrolet Bolt EUV. This purchase is also in line with the Board's Strategic Goals, which is to identify, explore, and implement sustainable and Green Initiatives.

Staff explored local dealerships and joint purchasing opportunities, and no vendor was willing to participate in a bid due to low inventory and high demand for electric vehicles. The Chevrolet Exchange of Lake Bluff, IL, was the only dealership to provide a quote for $35,509.24 per vehicle. The vendor expects delivery in 10 to 12 weeks. Therefore, staff requests to waive competitive bidding and recommends the purchase due to the availability of the vehicle and the dealership's confidence in delivering the vehicle.

If approved, Public Works will make the necessary infrastructure available for use in the Municipal Parking Garage to charge these vehicles.

Funds for these three vehicles are available in the Public Works Fleet Fund Account #621-9003-550050 (VH9510-VEHICLES) and in the Capital Projects Fund Account No. 401-7101-550600 (EQ2203-EQUIP-OPSPW-CPF).

RECOMMENDATION

It is recommended that the Village Board waive competitive bidding and approve the purchase of three 2023 Chevrolet Bolt EUVs in an amount not-to-exceed $106,527.72 from The Chevrolet Exchange in Lake Bluff, Illinois, and authorize Staff to execute the necessary documents.
