Item: 2023 MFT Street Reconstruction Project - Award

The approved 2023 Capital Improvement Program includes $3,800,000 for the reconstruction of local streets.  The scheduled work under this contract includes fully reconstructing seven different street segments (approximately 1.46 miles). Reconstruction is completed on roadways that are experiencing sub-base (foundational) failure and are no longer candidates for maintenance activities, like patching or resurfacing.  The scope of work for this project consists of the reconstruction of existing local roads with full-depth asphalt removals, earthwork, subbase granular base course, HMA binder and surface courses, intermittent sidewalk (including making all ramps ADA accessible), driveway pavements, intermittent drainage structure adjustments, sod restoration and all incidental and collateral work necessary to complete the street reconstruction project. 

 

On March 10, 2023, bids for the 2023 MFT Street Reconstruction Program,

IDOT Section #23-00220-00-00-PV, were publicly opened and read aloud.  The bid tabulation is as follows:

Builder’s Paving, LLC submitted the low bid and has successfully performed the reconstruction program for the Village in 2020 and 2022. 

 

If approved, this project will begin in mid to late April, weather pending.  The project will be substantially complete in early September.  Landscaping will be complete by October, when weather conditions permit.

 

The remaining $846,000 of the Capital Improvement Program will be utilized in conjunction with the Department of Commerce and Economic Opportunity (DCEO) grant funds for a second street reconstruction project.  The DCEO has released the grant funds associated with Beverly Ln and the Village anticipates receiving the Rockwell St grant funds later this summer. Once the funds are released, the Engineering Division will put the second project out to bid.

 

Funds are available in the following account:

RECOMMENDATION

 

It is recommended that the Village Board award the 2023 MFT Street Reconstruction Project contract to Builder’s Paving, LLC of Hillside, Illinois in the not-to-exceed amount of $2,954,000.00 and authorize the execution of the necessary documents.
