Item: Station #16 Emergency Generator Installation - Design Services

The 2023 Capital Improvement Program (CIP) includes $521,900 for the installation of a generator at the Village’s water pumping station #9, located at 2303 North Arlington Heights Rd. The generator installation is in response to the Department’s efforts to protect the Village’s water supply by providing redundancy in the power supply that serves the water system. Pump Station #9 houses a water-supply booster pump, an above ground water storage tank, and an emergency standby well-pump and motor. 

Staff has discussed this project with several qualified engineering firms during the redundancy needs plan development. It was determined that the Burns and McDonnell firm provided the most comprehensive and cost competitive proposal. Their proposal includes the advantage of engineers familiar with the Village’s system infrastructure and experienced personnel available for project oversight and the firm’s specialized staff that is uniquely familiar with equipment purchasing strategies and opportunities.  

This firm has extensive experience in this type of design work and has done several generator projects for the Village. Staff has been very satisfied with the services provided from Burns and McDonnell for recent generator replacement projects and recommends them for completion of the program. The scope of proposal includes design required for the installation of a backup power supply generator and associated electrical improvements at Water Pumping Station #9. The Burns and McDonnell proposal dated March 3, 2023, establishes a not-to-exceed cost of $38,072 for necessary design and specification preparation, bid preparation, and bid review and letter of recommendation.

Staff intends to provide oversight on this project and does not anticipate needing construction observation services at this time, in an effort to ensure there are sufficient funds available to perform the required generator replacement.  Staff anticipates bringing the new generator installation contract award to the Village Board for consideration later this summer.

Funds for these services are available in Account No. 505-7201-550150 (EQ9902).

RECOMMENDATION

It is recommended that the Village Board award the Design Services contract for Station #16 Emergency Generator Upgrades and Replacement Design to Burns & McDonnell for the not-to-exceed amount of $38,072 and authorize Staff to execute the necessary documents.
