Item: Euclid Avenue Resurfacing - Phase 1 Contract

BACKGROUND

In late 2021, with the additional federal funding made available through the passage of the Bipartisan Infrastructure Deal, staff assembled a list of 7 eligible street projects to submit for the January 2022 NWMC STP-L Call for Projects, including the “Euclid Avenue Resurfacing” project.

On October 12, 2022, the “Euclid Ave Resurfacing” project was approved for Federal funding. The project consists of the resurfacing of Euclid Avenue from Rohlwing Road to Rand Road, the full replacement of the existing traffic signal located at the intersection of Euclid Avenue and New Wilke Road, and the resurfacing of the bike path along Euclid’s south side between New Wilke Road and Salt Creek which falls under the jurisdiction of the City of Rolling Meadows.  The road sections of Euclid Avenue from Rohlwing Road to Walnut Avenue, and from Waterman Avenue to Rand Road are under the jurisdiction of the Cook County Department of Transportation & Highways (CCDOTH) and will be a funding partner with the Village on this project.

A Request for Qualifications was advertised on March 13, 2023 for Engineering Services for Phase 1 Project Study, Phase 2 Design, and Phase 3 Construction of the “Euclid Avenue Resurfacing” project.

A committee of four staff members was established to carefully review each of the eleven (11) proposals received. Proposals identified the consultant’s understanding of the project, how they intend to approach the project, key personnel assigned, their overall qualifications, and a project schedule. Following the QBS Policy, staff scored all the consultants and selected Christopher B. Burke Engineering, Ltd. (CBBEL) to negotiate Phase 1 Engineering services. After discussions to finalize the project scope, CBBEL provided the attached proposal in the amount of $302,084. The proposal includes design costs required by Cook County in Phase 1 instead of in Phase 2.

The requested action would authorize the approval of the proposal provided by Christopher B. Burke Engineering, Ltd. (CBBEL) for preliminary engineering services for the “Euclid Avenue Resurfacing – Phase 1 Report.”

The current budget includes $250,000 in Account No. 401-7101-571.50-30 (ST-2304) for this project. Additional funding is available in the same account number from the Street Resurfacing Program line item (ST-9008).

The Cook County Department of Transportation & Highways will reimburse the Village for approximately 60% of the local share of the project, and 100% of the cost of the replacement of the traffic signal at New Wilke Road and Euclid Ave. The City of Rolling Meadows has agreed to reimburse the Village 100% of the cost of the resurfacing of the existing bike path. An intergovernmental agreement for this cost sharing will be forthcoming to the Village Board for approval.

RECOMMENDATION

 

It is recommended that the Village Board award a contract for the “Euclid Avenue Resurfacing – Phase 1 Report” to Christopher B. Burke Engineering, Ltd. of Rosemont, Illinois, for the not-to-exceed cost of $302,084 and authorize staff to execute the necessary documents.
