Background
The purpose of this public hearing is to receive final comments on the proposed:
1) Draft 2023 Annual Action Plan including the Community Development Block Grant (CDBG) budget for program year October 1, 2023 – 2024; and
2) 2019 Annual Action Plan Proposed Substantial and Other Amendments
Subjects of Public Hearing
1. 2023 Annual Action Plan and CDBG Budget
The 2023 Annual Action Plan states how the Village will address its community development need, especially those of its low- and moderate-income residents, during the October 1, 2023 – September 30, 2024 program year including how the Village will use its available CDBG funds.
A draft of the 2023 Annual Action Plan is provided. The draft has been updated to include information from the public participation process that has occurred to date including public comments received during 30-day the public comment period. The 2023 Annual Action Plan will require a final update to reflect public comments and discussions at the Village Board meeting on July 17, 2023 prior to submission to HUD.
Since the annual CDBG budget has historically been of particular interest to members of the community, the draft 2023 CDBG allocations are provided as a separate exhibit for the convenience of the Village Board and the public.
2. 2019 Annual Action Plan Proposed Substantial and Other Amendments
Several amendments are proposed to the 2019 Annual Action Plan concerning the Village’s CDBG-Covid19 (CDBG-CV) program. These amendments involve reallocating unexpended balances among public services, reallocating an unexpended balance from the project area of economic development to the project area of public facilities, canceling a public service activity, updating beneficiary goals, and including information about the amendment process in the Plan. Pages of the 2019 Annual Action Plan showing the proposed amendments highlighted in yellow are attached. The 2019 Annual Action Plan amendments will require a final update to reflect public comments and discussions at the Village Board meeting on July 17, 2023 prior to submission to HUD.
The proposed reallocation of CDBG-CV funds would include allocating up to $15,670 each to Journeys|The Road Home and Northwest Compass for public services for Covid-related hardships experienced by Arlington Heights residents; and up to $56,500 to Clearbrook for renovations to their facility at 1815 W. Central Rd. Arlington Heights to make it suitable for their Supportive Employment Program (SEP) for persons with disabilities.
Public Comment
The Village received two emails during the public comment period from agencies thanking the Village for consideration of their grant applications. No comments were received concerning the proposed amendments to the 2019 Annual Action Plan. The minutes from the June 12, 2023 public hearing have been attached to the 2023 Annual Action Plan as additional public comment. Public comment will be invited on both the draft 2023 Annual Action plan and 2019 Annual Action Plan Amendments at this public hearing on July 17, 2023.
Next Step
After consideration of the public comment at the public hearing, approval of the Village’s 2023 Annual Action Plan and the 2019 Annual Action Plan amendments is on tonight’s Village Board agenda under a later agenda item (i.e., Report of the Village Manager). After approval in final form, the 2023 Annual Action Plan and 2019 Substantial and Other Amendments will be submitted to HUD for review. HUD has up to 45 days to review the 2023 Annual Action Plan and will provide a Grant Agreement to the Village upon approval. HUD will review the 2019 Annual Action Plan amendments for process compliance.
