Background

The proposed 2023 Annual Action Plan, including the CDBG budget, and proposed substantial and other amendments to the 2019 Annual Action Plan have been the subject of two public hearings and a 30-day public comment period. The second of the two required public hearings is scheduled for the July 17, 2023 Village Board meeting. The proposed 2023 Annual Action Plan (including the CDBG budget), the proposed amendments to the 2019 Annual Action Plan, supporting documents are located under tonight’s Public Hearings agenda item on this topic.

In order to reallocate the CDBG-CV funds as discussed under the Village’s 2023 budget, a budget amendment is needed to transfer $56,500 to a new CDBG-CV Public Facilities account for the Clearbrook Supportive Employment Program public facilities project. No budget amendments are needed for the reallocations CDBG-CV funds to Journeys|The Road Home and NW Compass public service activities since the Village 2023 budget has the CDBG-CV funds available under and account with the general title of CDBG-CV public services. 

Recommendation

It is recommended that the proposed 2023 Annual Action Plan (including the CDBG budget) and the substantial and other amendments to the 2019 Annual Action Plan be adopted including any amendments made during the public hearing and transmitted to HUD for their review and approval. In order to effectuate the reallocation of CDBG-CV funds, it is further recommended that the Village Board approve a budget transfer of $56,500 from CDBG-CV3 Public Services (215-4102-541810) to CDBG-CV3 Public Facilities (215-4102-541811).
