BACKGROUND
The Backyard Drainage Improvement Program is designed to extend the Village's storm sewer infrastructure to allow residents to connect private drainage improvements that would otherwise be cost prohibitive. The requirements of the program are that the improvements will help alleviate flooding issues that adversely affects a structure, multiple properties, or the public right-of-way.
On July 6th, 2023, two (2) bids were publicly opened and read aloud. The bid tabulation is as follows:

The Engineer's estimate for the project was $358,403.98. Staff is recommending that Martam Construction, Inc. be awarded the 2023 Backyard Drainage Improvement Program. Martam Construction, Inc. has performed work for the Village in the past, for the 2019 Backyard Drainage Program, and is deemed a responsible bidder.
The current budget includes $300,000 in Account No. 426-7101-550250 (SW-1102) for construction. A budget amendment in the amount of $181,700 is needed to cover the additional cost of the contract. There are sufficient funds available in reserves to cover this cost increase.
RECOMMENDATION
It is recommended that the Village Board award the 2023 Backyard Drainage Improvement Program contract to Martam Construction, Inc. of Elgin, Illinois, in the amount of $481,685.10 and authorize staff to execute the necessary documents.
It is also recommended that the Village Board approve the attached Ordinance amending the 2023 Storm Water Control Fund in the amount of $181,700.
