The 2023 approved budget includes $1,816,800 for the rehabilitation of the Station #17 water tank located at 222 N. Ridge Avenue (Public Works). The Station consists of (2) one-million gallon and (1) two-million-gallon water storage tanks.
During the most recent evaluation of the two-million-gallon tank, it was determined that significant structural repairs were necessary. The estimated cost associated with the needed repairs exceeded $3,000,000. As a result of the evaluation, Staff and Engineering Consultants determined that necessary repairs were cost prohibitive. Further analysis was completed and water supply evaluations for current and future water supply needs, average daily consumptions, and maximum daily consumptions were completed. Both the consulting engineers and Staff agreed that decommissioning the large tank was the most cost-effective path and would result in little to no impact on the Village’s water supply system.
Part of the tank decommissioning requires underground piping improvements necessary to redirect water to and from the appropriate remaining storage tanks. Robinson Engineering prepared project specifications and construction documents, which were advertised and circulated to known qualified contractors, in conjunction with this project, as well as the painting/piping contract, which is proposed to be awarded alongside this project.
Two separate bid openings were held on November 3, 2023. (One for the tank demolition and one for tank painting/piping). Both were opened and publicly read aloud. The results for the demolition services are below:

The lowest responsive bidder for the tank demolition, Alpine Demolition Services, has received favorable comments from references checked by Village Staff. The bidder has been determined to be responsible and the bid meets specifications. Robinson Engineering (Tank Painting Consultant) has reviewed all the documents and recommends awarding the tank demolition bid to Alpine Demolition in the amount of $259,000.

RECOMMENDATION
It is recommended that the Village Board award a contract for Tank Demolition at Station #17 to Alpine Demolition Services in a not-to-exceed amount of $259,000 and authorize Staff to execute all necessary documents.
