The 2023 Capital Improvement Plan allocates $182,300 for the Maintenance Division of Public Works. Staff is proposing replacement of the 2013 Pathmaster Paver in the Streets Unit. After a careful evaluation by the mechanics in the Fleet Services Unit, it was recommended for replacement, due to use and wear as it has reached the end of its useful life.
Public Works has been performing edge grinding for over a decade. When this program started, a paver was rented to evaluate the feasibility and benefits of establishing an edge-grinding program. In 2013, the Department purchased a paver as the program transitioned to a permanent annual maintenance activity. The paver purchased was sized for pathways and walkways but adequately served the program for ten years. In recent years, the paver has developed significant maintenance issues resulting in costs that exceed its annual depreciation contributions. Staff believes this disproportional amount of maintenance, given its age, is a result of the paver being undersized for the work the Department is currently performing. Due to the smaller paver size, it also is not built with the same level of quality and durability as a larger, roadway-sized paver. These observed maintenance issues are prompting this request for replacement and deviation from the existing Capital Improvement Plan.
The proposed asphalt paver replacement is a 2024 Weiler P195. Staff have extensively reviewed and evaluated numerous different pavers and recommend purchasing this specific equipment model. Public Works Staff is able to leverage competitive pricing through the Sourcewell cooperative purchasing program for this paver model. Sourcewell (formerly NJPA) is a joint purchasing cooperative similar to Northwest Municipal Conference that uses multiple government agencies and collaborative purchasing to obtain more competitive bid pricing. Altorfer CAT of Elmhurst, Illinois, holds the Sourcewell bid award for Weiler equipment.
The total cost of the replacement paver is $173,950 and is $8,350 under the 2023 capital funding allocation. Staff recommends award to Altorfer CAT of Elmhurst, IL.
Funds are available in the 2023 Fleet Budget, Account No. 621-9003-550050 VH9501.
RECOMMENDATION
It is recommended that the Village Board award the purchase of a 2024 Weiler P195 Asphalt Paver to Altorfer CAT of Elmhurst, Illinois, in an amount not-to-exceed $173,950 and authorize Staff to execute the necessary documents.
