Item: 2023 Parking Garage Restoration - Change Order and Budget Amendment Ordinance Approval

Since 2013, the Village has continually rehabilitated its four parking structures as part of a decade-long maintenance plan created by the Village's Engineering consultant, Walker Consultants. Walker Consultants re-evaluated the parking garage rehabilitation plan in early 2023 and updated it with targeted repairs and maintenance activities recommended through 2033. The program's goal is to proactively perform structural and routine maintenance to ensure the longevity and safety of the parking structures.

This year also marks the first year of construction work under the refreshed parking garage rehabilitation program. The Village's contractor, Hammer Construction, completed nearly $900,000 of substantial construction in all four of the Village's parking structures over the last six months. In the Vail, North, and Evergreen parking structures, all construction was completed as designed; however, a large crack was discovered on a support beam in the Municipal parking garage. Upon further investigation to determine the severity of the crack, it was found that the damage was more than surface-level deterioration. Walker Consultants found that five of the ten post-tensioned tendons supporting a section of the parking garage structure had failed. Plans for emergency shoring were immediately designed by Walker Consultants and installed by Hammer Construction to reinforce the structure until repair work could be designed, tested, and completed.

The work required to restore the beam and the reinstallation of structural tendons is very rare and requires highly specialized knowledge and expertise to address. This required a highly collaborative effort between the Village, Walker Consultants, and Hammer Construction to identify a solution and proceed with construction. Further complicating the repair progress is the location of the compromised beam. The beam is directly above the drive lane on the ramp leading from the ground floor to the second level. To minimize disruptions to staff and the commuters that utilize the municipal garage, required repair work to the beam was scheduled to be completed on Saturdays.

With repair work projected to be completed by the end of December 2023, staff has identified the following final change orders for Walker Consultants and Hammer Construction necessary to complete the emergency repairs related to the municipal garage:

Walker Consultants
· Original Purchase Order for design and inspection of parking garage rehabilitation project - $112,000
· Change orders for the design of emergency shoring, beam repair design, and beam repair inspections - $32,800
· Total with Change Order = $144,800

Hammer Construction
· Original Purchase Order for repairs work at all four Village parking structures - $891,755
· Change orders for installation and removal of emergency shoring, emergency shoring rental, and beam repair work - $144,409.50
· Total with Change Orders = $1,036,164.50

RECOMMENDATION

 

Staff recommends that the Village Board approve the final balancing change orders for the contracts associated with the 2023 parking garage rehabilitation program to cover the additional costs for construction associated with the emergency structural beam repair in the municipal parking garage and budget amendment ordinance. The existing purchase order for Walker Consultants of Hoffman Estates, Illinois, should be increased by $32,800 for a total cost of $144,800. The existing purchase order for Hammer Construction of East Dundee, Illinois, should be increased by $144,409.50 for a total cost of $1,036,164.5. No additional funding is available in the account that originally funded this project; therefore, $177,300 should be transferred from the Municipal Parking Fund reserves account to BL0006-Parking Structure Maintenance/Repairs cover the overage associated with the emergency repairs.
