BACKGROUND

Public Works prepared specifications for Furnishing of Small and Medium Sized Track Mounted Hydraulic Excavators. The equipment will be utilized only as needed for scheduled field maintenance, staging and preparing material for disposal, and emergency repairs to underground utilities. These services are requested where projects require equipment that the Village does not own or to assist us with emergency repairs.

The specifications requested unit pricing for mobilization, equipment rental with a qualified operator, hourly rental, weekly rental and monthly rental of small and medium sized tracked excavators. The contract is recommended for three years. The pricing is fixed for one year, with an escalator equal to one half the Consumer Price Index of the Chicago-Gary-Kenosha area if requested by the contractor.

The bid tabulation is attached. The mobilization cost for bringing the equipment to the work site affects the apparent low bid for items 9, 11 and 16. The $250 difference in the mobilization cost (item 8) makes Loverde Construction lower on a daily basis. Patten Rental and Loverde Construction have performed similar work as verified by reference calls. Loverde Construction also satisfactorily completed work within the last year for Arlington Heights Public Works.

RECOMMENDATION

It is recommended that the Village Board award a three year contract for bid items 2, 3, 4, 5, 7, 12, 13, and 18 to the lowest responsible bidder for those units, Patten Rental of Elmhurst, IL.  It is also recommended that the Village Board award a three year contract for bid items 6, 9, 10, 11, 14, 15, 16, and 17 to the lowest responsible bidder for those units, Loverde Construction of Wheeling, Illinois.  The bidders have been determined to be responsible and the bids meet specifications.
