The approved 2024 Capital Improvement Plan has $64,378 allocated to purchase two motorcycles. The Police Department regularly uses these motorcycles for traffic enforcement, traffic control, parades, and escort duties. The decision to replace these motorcycles is necessitated by the fact that they have exceeded their useful life for the Police's daily operations as they have been in service for ten years, and each has approximately 15,000 miles on them. Technicians from Fleet Services also performed a condition assessment and supported their replacement. Per Village guidelines, the existing motorcycles will be auctioned as surplus.

Staff leveraged competitive pricing through the State of Illinois joint purchase master contract for this purchase. The master contract allows government entities to leverage the benefit of procuring necessary goods and services by aggregating volume purchases, securing the best pricing, and reducing administrative time and expenses. Fox River Harley Davidson of St. Charles, Illinois, holds the state contract for police and rescue motorcycles. The total cost for purchasing two 2024 Harley Davidson motorcycles, with equipment upfitting for police operations, is $59,780.84.

RECOMMENDATION

It is recommended that the Village Board approve the purchase of two 2024 Harley Davidson motorcycles through the State of Illinois joint purchasing master contract with Fox River Harley Davidson of St. Charles, Illinois, in an amount not-to-exceed $59,780.84 and authorize Staff to execute the necessary documents.
