The 2024 Public Works Operating Budget includes $138,000 for the complete removal of parkway tree stumps due to storms, hazardous conditions, or natural decline.  Every year, Public Works contractually removes approximately 450 tree stumps, after the tree has been removed. This work and contract is completed in conjunction with the parkway tree removal and emergency tree work contract. 

On January 23, 2024, the Village held a public bid opening for a three-year contract for Parkway Stump Removal and subsequent landscape restoration. Six bids were publicly opened and read aloud. Total bid prices are listed below:

Staff anticipates utilizing $69,000 of the $138,000 budget on the contract. While Staff will attempt to complete contractual work within budget parameters, should the work exceed this budget amount, there are sufficient operational funds to cover the overage of $14,125.  Staff conducted reference checks as this is a new contractor, and received positive feedback, and recommends approval.

RECOMMENDATION

It is recommended that the Village Board award a three-year contract for Parkway Stump Removal and Landscape Restoration to the lowest responsible bidder, Lucas Landscaping and Design of Lake Bluff, Illinois, at bid unit prices, not-to-exceed $83,125 and authorize Staff to execute the necessary documents.
