The approved 2024 Capital Budget includes $240,000 for pavement crack sealing and mastic services.
Crack Sealing is one of the most cost-effective roadway maintenance activities. The purpose of crack sealing is to prevent water from penetrating through existing cracks into the base of the roadway. The Public Works Department annually budgets for this contractual work in order to extend the useful life of the Village’s asphalt streets.
This year, the Village will also explore a roadway mastic program. Mastic is another way to waterproof roadways and will supplement the existing crack sealing program. Mastic will be used on roadways to fill cracks and voids that are too wide for crack sealant, as well as other areas of roadway that suffer from fatigue cracking. Public Works conducted small tests of mastic on both asphalt and concrete roadways in 2023 and was satisfied with the quality and durability of the repair.
This year, the Village of Mount Prospect led the crack sealing and mastic bid for the Municipal Partnering Initiative (MPI). MPI is a collaboration of more than 18 local municipalities that jointly bid out maintenance contracts to benefit from economies of scale. In addition to Arlington Heights, Bannockburn, Evanston, Glenview, Highland Park, Lake Bluff, Mount Prospect, Rolling Meadows, Wheeling, and Wilmette all contributed budgeted projects for crack sealing for a three-year contract. Bids were advertised and publicly opened by the Village of Mount Prospect on behalf of the MPI on February 20, 2024.

Patriot Pavement's pricing is based on unit pricing and will increase in year two of the contract to $1.68/lb., and to $1.70/lb. for the third and final year of the contract. Public Works Staff has utilized this vendor before and has been satisfied with their work .
Funding for these services is available in Account No. 101-7101-521150 and 401-7101-550400 (ST9201).
RECOMMENDATION
It is recommended that the Village Board award the three-year contract for Pavement Crack Sealing and Mastic Program to Patriot Pavement of Des Plaines, Illinois, at bid unit prices, not-to-exceed the annual budgeted amount, and authorize Staff to execute the necessary documents.
