BACKGROUND 

 

The Police Department is charged with investigating sudden death incidents in conjunction with the Cook County Medical Examiner’s Office (CCMEO) to determine if a person died as a result of natural causes or was the victim of criminal activity. This process involves maintaining a chain of custody of the remains until released to the Medical Examiner. The Department experiences approximately 40 transports calls annually.   

 

Our current vendor raised transport prices from a historical value of $250 to $595 - a 138% increase. A subsequent increase is scheduled as of January 2015 to $695.  

 

In an effort to control costs, competitive bids were solicited to establish an agreement to provide body removal and transport services.  Bids were delivered to nine vendors - only one bid was received. Bids were opened on September 30, 2014. 

 

Northern Illinois Funeral Services, Inc. was the sole bidder. Their prices are $375 for transport from a Non-Medical Facility to the CCMEO and $350 for transport from a Medical Facility to the CCMEO and for Temporary Holding Transport. They submitted two adjoining municipalities as references. Mount Prospect and Prospect Height police departments use the vendor and are satisfied with the professional services delivered.

 

RECOMMENDATION 

 

It is recommended that the Village Board award a three year contract with an option for a two year renewal based on unit prices to Northern Illinois Funeral Services of Volo, IL.  References were checked and this vendor has been determined to be a responsible vendor.
