The 2024 Water and Sewer Fund includes $50,000 for manhole rehabilitation services. Sanitary and storm sewer manholes require periodic maintenance over the lifespan of the structure. The oldest manholes in the Village are generally comprised of brick construction, while newer manholes are constructed using precast reinforced concrete components. The older brick manholes generally require additional maintenance to limit and stop leaking from outside the manhole.
Manhole rehabilitation is a non-invasive form of reconstruction and consists of reinforcing and restoring an aging manhole to avoid full replacement. This typically involves bypassing the existing flow, high pressure cleaning, application of a grout coating (referred to as cementitious coating) and, in some instances, applying a structurally enhanced epoxy coating. All of this work can be completed with no excavation.
The Municipal Partnering Initiative (MPI) is a cooperative of local municipalities that jointly bid on similar projects to reduce administrative expenses and obtain unit prices through economies of scale.
Bids were advertised publicly for Manhole Rehabilitation in April 2024, through the Municipal Partnering Initiative (MPI). This was jointly bid for the following communities: Arlington Heights, Glenview, Highland Park, Highwood, and Rolling Meadows. On May 9, the following six bids were opened and publicly read:

The numbers reflect the total cost of all of the communities' projects. Option #1 is cementitious coating only, while Option #2 is cementitious coating followed by epoxy overlay. Both options listed above are the estimates based upon all of the municipal totals.
Culy Contracting LLC has previously performed services for the Village, and the other participating MPI communities, and staff has been satisfied with their level of service and performance.
The term of the contract would be two years with one possible one-year extension. Funding is available for this contract in account number 505-9001-550250 (SW2004).
RECOMMENDATION
It is recommended, that the Village Board award a two-year contract for Manhole Rehabilitation services to Culy Contracting LLC, of Winchester, Indiana, up to the budgeted amount, and authorize the Village Manager to execute the necessary documents.
