Item: Roof Replacement at Public Works Building - Award

The 2024 Capital Improvement Program has allocated $3,240,000 for roof repairs and replacement. During the Department's 2022 roof condition assessment for Village-owned properties, the sections of ballasted roof at the Public Works facility, which is approximately 20 years old, indicated the presence of significant decay.  

The decay is evident throughout this entire section of the ballasted roof, which covers the entire Public Works main garage and several other unit work areas. Examples of the types of decay that were discovered include significant shrinking of the membranes and loose seams. These seams had been previously cut and patched to prolong the roof.  If now not replaced, the membrane will be stretched to its limit and separate, leading to water intrusion problems and creating the potential for structural damage to the Public Works facility and material and equipment sheltered in the main garage.  

The Public Works roof replacement bid was advertised and publicly opened on May 7, 2024. Eleven complete bids were received. The base bid includes the removal of the existing roof, disposing of all of the existing ballast material, and installing a new lightweight roofing system. A thirty-year warranty will cover the new roofing system. Alternate #1 includes pricing for a highly reflective roofing material that increases the efficacy of solar panels. While the existing Public Works facility has no installed solar panels, there is the potential for future project consideration. This funding will only be expended if the solar panel project moves forward. Alternate #2 is the project cost for installing OSHA-compliant fall protection systems at roof hatch access points.

G.E. Riddiford was the lowest responsible bidder and had previously completed roofing work on Village facilities. Staff recommends proceeding with an award of $2,604,385, which includes both alternate pricing options, to G.E. Riddiford. The Public Works facility roofing project will start in early September 2024 if approved.   

 

Funding for the roof replacement is available in Account No. 401-7101-550200 (BL9506).

RECOMMENDATION 

It is recommended that the Village Board award the bid of the Public Works Facility roof replacement project to G.E. Riddiford of Arlington Heights, Illinois, for $2,604,385 and authorize the Village Manager to execute the necessary paperwork.
