The Police Department was awarded $183,000.00 from the Illinois Attorney General’s Organized Retail Crime Program for the establishment of a real-time criminal intelligence center, with the grant agreement approved by the Village Board on November 6, 2023 and subsequently executed by the Village Manager. The grant includes a maximum of $33,000.00 of allowable expenses for fixed license plate recognition systems. While these systems are currently in active use by the Police Department, the annual software as a service terms are expiring requiring agreement renewal and payment consistent with the aforementioned allowable grant expenditures. Awarded funds under this grant must be expended by June 30, 2024, coinciding with the State of Illinois fiscal year 2024. 

Recommendation

It is recommended that the Village Board waive the competitive bidding process for the fixed license plate recognition systems, as a current Police Department vendor, approve the proposal from Flock Group, Inc. in the amount of $33,000.00 and authorize the Village Manager to enter into an agreement in accordance with the proposal.
