BACKGROUND
Hampton, Lenzini, and Renwick, Inc. (HLR) was retained to complete the Phase I and Phase II design of the Northwest Highway/Wilke Road Intersection Improvements. Phase I was completed and approved by all agencies in the summer of 2012, and Phase II Engineering began immediately thereafter. After Phase II had been reviewed and approved by the Illinois Department of Transportation (IDOT), it was submitted to Union Pacific Railroad (UP) for review and comment. A meeting was held in November 2013 with representatives from UP. At that meeting, UP was not in agreement with the proposed 15 foot permanent easement.If the permanent easement could be reduced, UP would possibly be in agreement. The plans were revised with an alignment reducing the UP permanent easement to five feet. This revised alignment was approved by all parties and the Illinois Commerce Commission formally approved the project in May 2014. IDOT then began renegotiations with UP, and the final offer of $66,000 for the five foot permanent easement was approved in November 2014. This final offer to UP was $55,000 less than the original appraised value of $121,000 for the 15 foot permanent easement. The eminent domain proceedings for the permanent easements from Arlington Park and Union Pacific were then completed and the three temporary easements recorded. The right-of-way is expected to be formally approved by IDOT later this month, in time for a March 2015 letting.
Addendum No. 4 in the amount of $26,948.00 is for the Engineering Services to update the plans and specifications, per IDOT’s requirements, for the March 2015 letting.

RECOMMENDATION:
It is recommended that the Village Board approve Addendum No. 4 with Hampton Lenzini & Renwick Inc. for engineering services in the amount of $26,948. Funds are available in account 401-5001-571-5030 SG0802.
