BACKGROUND
The Public Works Department utilizes a non-chloride deicer for Snow & Ice Control on our Municipal Parking Garages. The use of chlorides has a negative effect on the structural steel embedded into the concrete. A recent study done by a structural engineer proved that our steel is still in good shape, even after over 20 years of service.
On December 9, 2014, a public bid opening was held for the furnishing and delivery of Granular Sodium Acetate (NAAC). The following three bids were opened and publicly read aloud:

Staff is recommending approval to award the contract to New Deal Deicing of Denver, CO at a not-to-exceed price of $1,873/ton. The bid from Schoenberg Industrial was for straight Sodium Formate, which does not meet the bid specifications. The Village has had poor results in the past utilizing this chemical alone.
The FY14-15 Budget includes $61,000 for the purchase of deicer for the Municipal Parking Garages.
RECOMMENDATION
It is recommended that the Village Board award a contract to the lowest responsible bidder, New Deal Deicing of Denver, Colorado for furnishing and delivery of the non-chloride deicier in an amount not-to-exceed $1,873/ton.
