Item: Pavement Crack Sealing Program

BACKGROUND  

 

Crack Sealing is one of the most cost effective roadway maintenance activities. The purpose of crack sealing is to prevent water from penetrating through existing cracks into the base of the roadway. In order to extend the useful life of the Village’s asphalt streets, the Public Works Department annually budgets for this contractual work. 

 

Last year, the Village Board awarded a contract to Denler Inc of Mokena, IL in accordance with bids received through a publicly awarded bid completed by the Municipal Purchasing Initiative (MPI). MPI is a group of municipalities that jointly contract out certain maintenance contracts to benefit from economies of scale. At that time, Denler was in the second year of a three year contract. Staff is now recommending awarding a contract with Denler in accordance with their third year pricing through MPI. The "Year Three" pricing is $1.25/lb. and represents an 11% savings over the crack sealing contract awarded by the Village on its own in 2013. Staff is recommending award of a contract to Denler Inc. for a not-to-exceed amount of $100,000.

 

This contract is for the next fiscal year. Staff is requesting approval in advance of the budget process in an effort to obtain an advantageous schedule with the contractor for the construction year. The proposed budget ending December 31, 2015 will include $100,000 for Pavement Crack Sealing pursuant to this contract. Staff understands that the project is contingent upon approval of the budget. 

 

RECOMMENDATION  

 

It is recommended that the Village Board award a contract to Denler Inc. of Mokena, IL for Pavement Crack Sealing in an amount not-to-exceed $100,000.
