Item: Police Station Study

Background

The Village Board authorized the preparation of a Request for Proposals to select an architectural firm which specializes in Police Station and Law Enforcement architectural design.  The objective was to hire an architectural firm to prepare a feasibility study for utilizing the current Police Station site and Municipal Campus including Village Hall.

 

On September 2, the Village Board authorized the execution of a contract with FGM Architects to prepare a Police Station Feasibility study.  FGM Architects has reviewed the most recent Space Needs study from 2009 and revalidated the space required based upon changes in employment, technology, and law enforcement standards.  Schematic concept plans have been developed providing a “best fit” police station option on the existing Municipal Campus.  The overriding goal is to determine whether a new Police Station meeting modern day standards can be feasibly developed upon the existing Municipal Campus.

 

In early October 2014, FGM started its first phase of the Space Needs study.  The consultants completed a series of multi-day meetings with Police Command Staff and Department divisions to evaluate current operations, needs and objectives.  Also in October, November, and December FGM Architects conducted a series of meetings with the Police Station Committee.

 

The Police Station Committee consists of the following representatives:

On November 10th the Village Board Committee-of-the-Whole met and provided input on the project goals and questions that must be answered as part of the scope of work agreement.                                            

 

Since the last Committee-of-the-Whole meeting on November 10, the Police Station Committee has met on multiple occasions  to discuss the first draft of the space needs program that has been developed by FGM Architects as well as a series of conceptual site plans.

 

A draft of the programmatic space needs analysis has been prepared.  FGM Architects completed their review and analysis after detailed and lengthy meetings with Command Staff, Police Department divisions, significant review of the existing Police Station facility and FGM’s expert knowledge in the field of Police Station design.

 

The space needs program illustrates FGM’s space needs analysis in comparison to the 2009 space needs that was prepared by McClaren, Wilson & Lawrie.  Overall, the total building area required by FGM Architects is 3,813 square feet less than the 2009 study. 

 

While cost is an important issue, it is important to note that the development of conceptual cost estimates is not intended to be the focus of this phase of the discussion.

 

Purpose of the Board Meeting of January 20, 2015

The purpose of the Board Meeting on January 20 is to allow FGM Architects to present the programmatic space needs analysis, outline how their analysis to date addresses some of the key questions, outline the concept site planning process and present a “best fit” concept plan.  It is requested the Village Board provide input and direction regarding the information to be presented at the January 20th meeting. This meeting with the Board is one of several “check in” points in the process to obtain input from the Village Board.
