Item Coversheet

Item: Ordinance - Two-way Stop - Marshall Street to stop for Belmont Avenue
Department: Engineering/Legal

BACKGROUND

A resident living near St. James parish contacted the Village about traffic operations at the intersection of Marshall Street and Belmont Avenue.  Specifically he was concerned about the speed motorists were traveling along Belmont Avenue and was requesting additional traffic control.

After reviewing this location, spot speed studies revealed that traffic was moving below the current speed limit.   However this location is within the influence of the school at St. James, and based upon manual traffic counts conducted, the number of students that cross this location in the morning arrival and afternoon dismissal times would benefit from some additional signage.   The parents driving through this location, as well as student pedestrian activity, would be aided with a two-way stop, that would stop the minor street, Marshall Street, at Belmont Avenue.

Additionally, a work order to post pedestrian crossing signs at this location will be sent to Public Works for traffic moving along Belmont Avenue to provide additional information for motorists about the additional student and other pedestrian crossing activity in the neighborhood generated to and from the church property.

RECOMMENDATION

It is recommended that the Village Board adopt the attached Ordinance creating a two-way stop for Marshall Street to stop for Belmont Avenue.
