BACKGROUND
The proposed Budget for the 8-Month Period Ending December 2015 allocates $28,800 for the purchase of lights used for the Village’s Holiday Lighting Program. While it is not anticipated that this purchase will be made until after that budget is adopted by the Village Board, the Village typically orders light sets off-season in order to obtain the best pricing.
The Light Emitting Diode (LED) light kits are used by the Public Works Forestry Unit for decorating the downtown. LED lights use less power and last longer than previously used incandescent lights. Due to their longer lifespan, the Village is able to utilize the lights for multiple years prior to needing replacement.
Staff prepared bid documents and specifications. On February 4, 2015 two bids were publicly opened and read aloud. The following bids were received:
Bronner’s Commercial Display, Frankenmuth, MI $29,970
Temple Display, Oswego, IL $48,000
Bronner’s Commercial Display was the lowest bidder at $29,970 for 3,000 sets of lights at a unit price of $9.99 per set. Although the lowest bidder is 4% over budget, the overall fund budget should be able to accommodate the overage. The bid from Bronner’s Commercial Display met the specifications and the Village has successfully worked with them before.
RECOMMENDATION
It is recommended that the Village Board award the Holiday Lighting bid to the low bidder, Bronner’s Commercial Display of Frankenmuth, MI for the purchase of 3,000 sets of LED Lights for the price of $29,970. The bidder has been determined to be responsible and the bid meets specifications. It is understood that this approval is contingent on the Board approving the Budget for the 8-Month Period Ending December 2015.
