BACKGROUND
Wilke Pump Station #1, located at Kirchhoff & Wilke, is one of six stations that pump storm water detained within Village basins after rain events. These lift stations typically consist of several pumps that either alternate in use or run concurrently. In the last week of December 2014, submersible pump #2 at Wilke Pump Station #1 failed to start and all symptoms indicated that storm water had entered into the motor. This is commonly attributed to a failed mechanical seal that allows water to enter the motor housing. The pump is a Xylem Flygt 100 HP Submersible Pump.
The pump and motor were locked out and isolated. The submersible pump was then replaced with a fully functioning spare and the failed pump was sent off in January for a detailed analysis at the facilities of the pump manufacturer, Xylem Flygt.
Based upon a complete disassembly and evaluation by Xylem Flygt, the manufacturer has quoted a not-to-exceed amount of $21,744.82 to fully repair the failed 100 HP submersible pump. The replacement cost for a similar submersible pump as quoted by Xylem Flygt is $34,067.25. The approved FY15 Capital Projects Budget includes $80,000 for the rehabilitation of submersible pumps.
This program is part of our ongoing efforts to rehabilitate our storm water lift stations and the rehabilitation of the existing pump will provide a “like new” pump at a considerable savings.
RECOMMENDATION
It is recommended that the Village Board waive competitive bids and award the refurbishment of the 100 HP Submersible Pump to the manufacturer as the sole qualified source, Xylem Flygt, in the amount of $21,744.82.
