BACKGROUND
Staff prepared a Request for Proposal (RFP) for Professional Engineering Services to perform a three phase study and design of the Village's Downtown streetscape.
The three phases consisted of an initial analysis of alternate streetscape designs (Phase 1), design of streetscape for all areas not re-bricked since 2004 (Phase 2) and finally construction management of the project (Phase 3). Phase 1 includes a workshop with the Village Board if we so choose.
Proposals were solicited from qualified engineering firms which possess extensive experience in this type of work.
Four proposals were submitted to the Public Works Department and evaluated using the following criteria: experience of the firm, project schedule, project understanding/approach and cost.

A committee consisting of the Director of Public Works, Director of Engineering, Director of Planning and Assistant Director of Public Works reviewed all proposals. Haeger Engineering - Smith Group JJR and Hampton, Lenzini & Renwick were short listed and interviewed. The committee unanimously recommended Haeger Engineering - Smith Group JJR.
The proposal submitted by Haeger Engineering - Smith Group JJR is complete and the submittal meets all of the criteria outlined in the RFP. Staff interviewed the Haeger Engineering - Smith Group JJR design team and were satisfied that they are capable of performing the work included in this contract.
Haeger Engineering has previously provided Professional Engineering Services for the Village and their performance was good. Haeger has also recently successfully completed a similar project for the Village of Wheeling.
Smith Group JJR (SGJJR) are a national urban design / landscape architecture firm with extensive experience in municipal streetscape and plaza design. The lead designer on our team has experience in designing streetscape areas in the Villages of Lisle, Skokie and Western Springs, as well as on the campus of Loyola University. SGJJR will be performing most of their proposed duties in Phase One of the project as we explore options for possibly modifying our streetscape design moving forward.
After discussions with all the proposing consultants, it is evident that completion of all areas to be designed will take at least three years. Because the design details are unknown, we do not recommend authorization of Phase 3 Construction Management at this time. Once the review of options and design is completed, staff will be able to layout a plan for completing all the necessary work.
A total of $415,000 is budgeted for the first year of the project. The approved 8-month budget includes $395,000 for the study and an additional $20,000 will be encumbered from FY15. Funding for these professional services will be split between two accounts: $70,000 - Account No. 401-7101-571.50-30 (ST0501) and $17,000 - Account No. 401-5001-571.50-45 (ST4011).
RECOMMENDATION
It is recommended that the Village Board award a Professional Services Contract for Downtown Streetscape Replacement Phase 1 and Phase 2 Services as described above to Haeger Engineering - Smith Group JJR of Schaumburg, Illinois in the amount of $87,000.
