BACKGROUND

On December 2, 2013, the Village Board awarded a contract to Clean Cut Tree Service of Grayslake, IL for EAB stump removal and restoration. Clean Cut was determined to be the lowest responsible bidder out of seven bids received. This was a three year contract for an estimated 700 trees, based on the first year of the infestation, at an estimated annual contract amount of $58,262. The Village is now through the second year of the contractual EAB work and has completed several bi-annual Parkway Tree Surveys. The infestation has accelerated beyond Staff’s original estimates. Based on recent surveys and the remaining parkway ash tree population, Staff is estimating the need to remove an additional 1,350 ash tree stumps in the Budget  for the 8-Month Period Ending December 2015.  

Clean Cut has performed well and Staff recommends expanding the ceiling of the contract with Clean Cut Tree Service for the EAB related tree stump removal and restoration to $151,290, which is an increase of $93,028. The funds are available in Budget 8-Month Period Ending December 2015.

RECOMMENDATION

It is recommended that the Village Board expand the ceiling of the contract with Clean Cut Tree Service of Grayslake, Illinois to $151,290 for EAB Tree Stump Removal.
