BACKGROUND
The Budget for the 8-Month Period Ending December 31, 2015 includes funds for Year 1 of a 3-Year Parking Garage Rehabilitation Program. The budget for the first year of the project is $819,000. The first phase consists of general structural concrete repair, sealant replacement, and top deck coating or sealing for the entire Municipal Garage, and the top decks of the Vail Street Garage (TIF 1) and Miner Street Garage (TIF 2). This budget also includes funding for construction management. In December 2014, the Village entered into a design contract with Walker Restoration for Phase 2 (Design) Engineering.
On March 24, 2015 a public bid opening was held and six bids were opened and read aloud. The following bids were received:

J. Gill & Company of South Holland, IL was the lowest bidder with a total bid for all three parking garages at $749,994. This bid is 16.9% lower than the second lowest bidder and 46.5% lower than the highest bidder. The engineer's estimate for this first phase of construction was $797,000.
Walker Restoration has checked the references of J. Gill & Company and found them acceptable. J. Gill & Company has also successfully completed numerous municipal projects and worked directly with Walker Restoration in the past.
The staging of the rehabilitation project is designed to minimize the disruption to our parking customers. Unfortunately, there are limitations to our ability as the work on every floor eliminates parking immediately beneath the work area as well. The contract documents only allows one top deck to be worked on at a time and the Vail Street (TIF #1) Garage cannot be started until after the "Mane Event" in August.
Staff is working with the Village's Parking Committee on how to best disseminate the information to our parking customers. Construction is expected to start in June and end in October.
RECOMMENDATION
It is recommended that the Village Board award a contract to J. Gill & Company of Holland, Illinois, as the lowest responsible bidder in the amount not-to-exceed $749,994.
