BACKGROUND

Physio-Control, Inc., a subsidiary of Medtronic, is the manufacturer and single-source provider for the Fire Department’s defibrillators.  This vendor has a proven track record for the quality of its equipment and support, and using one manufacturer provides standardization and ensures compatibility with existing equipment.  Medtronic’s defibrillators are in total compliance with the standards required by Northwest Community Hospital’s Emergency Medical System. 

The ability to perform a 12-lead electrocardiogram in the field provides the opportunity for earlier diagnosis and therefore faster intervention during acute cardiac problems.  Northwest Community Hospital requires that all system providers use 12-lead defibrillators.  We are requesting approval to purchase a new 12-lead Lifepak 15 heart monitor/defibrillator to replace an older Lifepak 12.  The reasonable life span of these defibrillators is eight years; we keep our units for nine years.  The Lifepak 15 defibrillator has all of the features mandated by the Northwest Community Hospital Emergency Medical System including 12-lead capability, capnography, and the ability to monitor oxygen saturation.  In addition, this model also incorporates some innovative features such as the ability to monitor carbon monoxide and methemoglobin.  The Lifepak 15 includes a metronome to guide CPR compressions and ventilations and provides an option to escalate energy when needed.  The Lifepak 15 is powered by Lithium-ion battery technology. 

The total price of the new defibrillator and support equipment is $47,963. With a discount of $8,942 as well as a credit of $5,000 for trading in a Lifepak 12 defibrillator, our final cost is $34,021.

RECOMMENDATION

It is recommended that the Village Board waive formal bidding procedures and authorize the purchase of a Lifepak 15 defibrillator from Physio-Control, Inc. for $34,021.  The vendor has been determined to be responsible and meets specifications.
