BACKGROUND

The attached ordinance codifies several practices relating to parkway maintenance.  The changes reflect what our current practices have been over the past several decades. The codification of these practices is being proposed now to ensure that those few property owners who challenge these maintenance requirements can see these requirements in writing. 

Maintenance of the parkway by the property owner is a common requirement in all municipalities. With regard to aprons and culverts, our practice has always been to make property owners maintain improvements that serve (apron) or are present (driveway/culvert) due to the owner’s use of the property.  In the case of culverts, we do maintain culverts that cross streets, but the apron culverts have historically been maintained/replaced by homeowners.

RECOMMENDATION

It is recommended that the Village Board approve the attached Ordinance Amending Chapter 20 of the Arlington Heights Municipal Code pertaining to parkway maintenance.
