BACKGROUND
The approved budget ending December 31, 2015 allocated $34,800 for the purchase of tree watering bags, which are used by the Forestry Unit of Public Works after new tree plantings.
After a tree is planted, the watering bags are filled up and future watering instructions are left with the resident. Watering bags hold 20 gallons of water and slowly release the water over a period of time, allowing for a deep root watering of a newly planted tree. The bags speed up the watering process, as water loss due to runoff is eliminated. With the infestation of Emerald Ash Borer, staff is using the watering bags to aid residents in efficiently watering the newly planted trees.
On August 27, 2015, three bids were publicly opened and read aloud. The following bids were received:
Russo Power, Schiller Park, IL $34,020
John Deere Landscapes, Cleveland, OH $35,812
Conserv FS, Wauconda, IL $36,680
Russo Power was the lowest bidder at $34,020 for 2800 bags at a price of $12.15 per bag.
RECOMMENDATION
It is recommended that the Village Board award the Tree Gator Watering Bag contract to the low bidder, Russo Power of Schiller Park, Illinois, for the purchase of 2800 Tree Gator brand watering bags in the amount of $34,020. The bidder has been determined to be responsible and the bid meets specifications.
