BACKGROUND
The Metropolis Theatre was constructed with separate lighting and controls for the auditorium and the stage sections in the Theatre. The lighting for the auditorium/audience is the original equipment installed when the building was built. After some minor problems with the auditorium lighting, Metropolis staff reviewed the lighting equipment to determine the cause of the issues. It was discovered that this equipment has a typical life span of 10 years, but it has lasted an additional five years. If this equipment completely fails, it would prevent the Theatre and stage areas from having lighting of any kind. Public Works personnel have reviewed the site and concur with Metropolis’ recommendations.
Phase 1: Install the dimmer control systems and update essential equipment to ensure the continued functioning of the Theater's lighting equipment. This phase also includes the installation of equipment that allows the current architectural system to continue to function. ($19,890.00)
Phase 2: (Scheduled for 2016 calendar year) Upgrade the architectural control system, replacing the old system with one that works with the new dimmer control system. ($16,975 estimated)
Phase 3: (Scheduled for 2017) Replace and update the current system used to control a portion of the house lights during emergency situations. ($11,385.00 estimated)
Grand Stage Inc. installed the original equipment at Metropolis Performing Arts Centre when it was constructed. Grand Stage Inc. is the only authorized distributor and service center in Illinois for this type of equipment. Metropolis Staff has received a proposal from Grand Stage Inc. for the repairs of the auditorium lighting for the Theatre. The updated equipment will also combine the stage and auditorium lighting to retrofit the existing lighting control panel that was installed with the original building.
RECOMMENDATION
It is recommended that the Village Board waive the competitive bidding process and accept the proposal from Grand Stage Inc., Chicago, IL for $19,890.00 for Phase 1 to provide and install needed equipment for the auditorium lighting. Funds are available in account 515-2005-525-5055 EQ0603. Phases 2 and 3 will be scheduled for completion over the next two years and will be incorporated in Metropolis’ five-year capital replacement plan.
