BACKGROUND

The approved Capital Projects FY15b Budget includes $500,000 for the Annual Water Main Replacement Program.  This project is part of our ongoing efforts to replace our water mains to ensure continued reliable service.

On April 6, 2015, the Village Board awarded a contract to Patnik Construction of Franklin Park, IL for $433,526 for water main replacement on Clarendon Avenue, between Dryden and Windsor and on Kennicott Avenue, between Fairview and Grove.

The project began on Clarendon Avenue in July 2015.  After the water main was installed and tested, it was put into service.  The final phase of construction is restoration.  Restoration included the road, curb and parkway.  During the asphalt restoration on Clarendon, it was discovered that the existing road condition necessitated the replacement of a wider portion than originally anticipated. 

The original bid quantities were developed based on the minimum width necessary to safely excavate 5.5' and install water main in the roadway.  As the water main was installed, additional asphalt required replacement due to the poor condition of the roadway adjacent to the excavation.

It was the consensus of Village Staff and McClure Engineering (Water Main Replacement consultant) that the road restoration quantities be increased to improve the overall conditions of the existing road and to make the patch last longer.

The total cost for all materials and labor to increase the restoration was $21,076.  While this is a significant increase to the original bid award (+5%), it must be noted that the circumstances which resulted in the additional costs could not have been accurately predicted.

This is the one and only change order in the contract.  The final project cost came in under the approved budget.  There is presently a $55,000 balance in the Water and Sewer Construction Fund (Account Number 505-9001-571.50-25  WA9001) which can be used to fund this additional work.  Fund 505-9001-571.50-25 WA9001 is the original account that was used for the installation of the water main.

RECOMMENDATION

It is recommended that the Village Board approve Change Order #1 to Patnik Construction of Franklin Park, Illinois for the Road Restoration on Clarendon Avenue, in the amount of $21,076.  This will conclude the contract with Patnik Construction for the FY15b Water and Sewer Improvements.
