Item: Eastman Parking Garage - Elevator Repair

BACKGROUND

 

The Village owns and operates 15 elevators located in our Municipal buildings and parking garages. These elevators are maintained by contract with Mid-America Elevator. Mid-America performs routine inspections in an effort to keep the elevators functioning at all times.

 

On November 16, 2015, the Village was informed that the southeast elevator in the Eastman Garage (TIF 2) was not functioning.  Upon inspection, it was determined that the main cylinder was not functioning and had to be replaced.  This cylinder is the main component in providing lift for the elevator and is located in a casing buried underground beneath the elevator shaft.

 

In order to expedite the project, the Village hired a consultant to prepare the "Cylinder Replacement Specifications" and solicited proposals for the project. The Proposals were opened on Wednesday, December 15th. The following quotes were received:

The base price is designed to provide the cost of materials and labor to complete the cylinder replacement, with the normal ordering lead time for the cylinder.

 

Alternate #1 is designed to provide the same project scope as the base price, but to pay the expedited cost to fast track manufacturing and delivery of the cylinder.  The work will still be done during normal working hours, but will reduce the project timeline by at least four weeks.  

 

Because the elevator has been out of service since November 16th, the recommended contractor was selected based on overall quality of submittal with an emphasis on availability and completion date.  Our elevator consultant has worked with Great Lakes Elevator Service in the past and recommends approval.

 

This is an unbudgeted item, but there are funds available in the Parking Structure Maintenance and Repair Account 235-7101-571.50-25 (BL0006) to accommodate this repair.  These funds are remaining from the 1st Phase of Parking Garage Rehabilitation.

 

RECOMMENDATION

 

It is recommended that the Village Board award the proposal  from Great Lakes Elevator of Park Ridge, Illinois in the amount not-to-exceed  $39,327 and authorize Staff to execute the necessary documents.  Funds are available in Account Number 235-7101-571.50-25 (BL0006) for this project.
