Item: Storm Water Televising, Mapping and Condition Assessment

BACKGROUND

 

The approved Capital Improvement Program includes funding in the fiscal year ending December 31, 2015 for the Storm Water Rehabilitation/Replacement Program. This project is part of the Village's ongoing program to televise and assess the condition of the non-combined storm sewer collection system throughout the Village. After collecting the data, the Public Works Department will evaluate and prioritize the storm water system rehabilitation based on defect severity, occurrence interval of failures, service reliability and other related parameters. Proposals were sent out to qualified sewer inspection firms and submitted to the Village on December 15, 2015.

 

This proposal establishes unit prices to televise, geolocate (for GIS mapping purposes) and assess the separate storm water collection system. This project is part of a multi-year program to rehabilitate the Village's aging storm sewer system. The main areas of assessment are north of Palatine Road and south of Central Road. The Village received three proposals  which are summarized on the attached tabulation sheet. 

 

Red Zone provided the lowest, most comprehensive proposal. Red Zone specializes in the televising and analyzing of storm and sanitary sewer systems. They utilize "state of the art" equipment that integrates with our existing GIS Program and maps. Their larger diameter cameras are the only cameras proposed which include sonar, LIDAR, high resolution and H2S technologies. These advanced technologies will allow the Village to determine pipe thickness and ovality within our system. The end product will be capable of populating a new enhanced layer in the Village's GIS System with links to every video inspection and written report of pipe condition. Staff will utilize this information to help prioritize the Capital Improvement Program for future maintenance of the separate storm sewer collection system. Based on the submittals, unit prices and the lengths of varying pipe sizes within our system, Red Zone's proposal is not only the lowest cost, but the best overall value.

 

RECOMMENDATION

 

It is recommended that the Village Board award a three-year contract for Storm Water Televising, Mapping and Condition Assessment to the lowest responsible proposer, Red Zone Robotics of Pittsburg, Pennsylvania, for the not-to-exceed yearly amount of $500,000 and authorize Staff to execute a contract. It is understood that funding for this program is contingent upon the future allocation of funds within the Capital Improvement Program.  The proposer has been determined to be responsible and the proposal meets specifications.
