BACKGROUND

In 2006 the Village installed decorative curbside refuse containers to the Downtown.  In an effort to provide recycling opportunities for patrons in the Downtown, in 2009 the Village installed seven curbside recycling containers that matched the existing refuse containers.

During negotiations for the upcoming contract with Groot Industries, the Village requested Groot collect recyclable items from thirteen additional curbside recycling containers.  Groot agreed and the pick-up of the thirteen additional containers is included in the contract.

NuToys Leisure Products Inc. has provided our Downtown refuse and recycling containers over the past decade.  They are unique to other refuse/recycling containers, and the design cannot be purchased from another vendor.  Their unique design also has a shield that covers the plastic liner from being exposed, which creates a cleaner look.   Their products have a twenty year warranty and the vendor stands behind their design and product.  Although they are not custom containers, their containers are unique to any other recycling container in the market and the Village would like to keep a standardized appearance in the Downtown.

RECOMMENDATION

It is recommended that the Village Board waive the competitive bidding process and accept the proposal from NuToys Leisure Products, LaGrange, IL for $20,902.00 for thirteen recycling containers.  Funds are available in account 511-7401-562-2154.
