This is the second of two required public hearings concerning a proposed Substantial Amendment to the Village’s 2015 – 2019 Consolidated Plan including the Federal fiscal year (FFY) 2015 Annual Action Plan.
Most of the proposed actions explained in the Substantial Amendment result from the Village joining the Cook County HOME Consortium. These actions include changing the Village’s Consolidated Plan and CDBG fiscal/program year from May 1st - April 30th to October 1st - September 30th in order to align the Village’s fiscal/program year for the Consolidated Plan and CDBG budget with that of the federal government.
As recommended by the Village’s Housing Commission, the Substantial Amendment also includes a reallocation of $20,000 in CDBG funds in the FFY 2015 Annual Action Plan from the Single Family Rehab Program to the Group Home and Transitional Housing Program. This reallocation is requested in order to cover a total of $41,550 in group home renovation projects that were approved by the Housing Commission on January 5, 2016 contingent upon the CDBG funds being reallocated and available. Due to an anomaly that exists as a result of the FFY 2015 Annual Action Plan and the 2016 Village budget being on different and overlapping fiscal years, the reallocation in the Village’s 2016 budget from the Single Family Rehab Program to the Group Home and Transitional Housing Program would be $21,550 to cover the cost of the projects approved by the Housing Commission.
