BACKGROUND:
Over the past several months, the Staff Pavement Committee developed a plan to resurface approximately seven miles of asphalt streets and continue to complete concrete panel replacement in the Campbell St/Woodridge Ln/Derbyshire Ln neighborhood for the 2016 Resurfacing Program.
Bids were duly advertised and publicly opened on April 25, 2016. Two bids were received.

Alternate bids were also included for the rear parking lot of Fire Station No. 4. Alternate B pricing is based on the bidder receiving the entire contract.
Funding sources budgeted for this project include $4,900,000 in the Capital Projects Fund. Additional funds were also allocated by the Public Works Department for water and sewer maintenance ($58,000).
The Reconstruction Program backlog was taken into consideration by the Pavement Committee during the selection process for the Resurfacing Program. The Pavement Committee strongly considered the possibility of using a portion of the available funding to augment the Reconstruction Program. The design and Engineer’s Estimate for several of the streets identified for reconstruction is nearing completion. The Pavement Committee will be assessing this information within the next week or two and will then determine if a portion of the available funding should be used toward to the Reconstruction Program, or if additional streets will be added to the Resurfacing Program at a later date.
RECOMMENDATION:
It is recommended that the Village Board award the bid to and authorize the execution of a contract with Arrow Road Construction, Inc. in the amount of $3,965,025.10 for the 2016 Resurfacing Program and Fire Station #4 parking lot renovation. Arrow Road Construction has successfully performed the resurfacing program for the Village for the past several years.
