Item: Rand/Palatine Road Corridor Study

Attached is background material and a copy of the final draft corridor study prepared by Teska & Associates. 

 

The Study encompasses the retail commercial corridor, known as “Uptown” along Rand Road, Palatine Road, and Arlington Heights Roads.  This area represents a significant retail sales tax generating area and the shopping district has seen stiff competition from neighboring communities including Randhurst Village, Deer Park, and Woodfield Mall. 

 

The Uptown shopping district encompasses over 1.5 million square feet of retail space and generates approximately $280 million in sales annually.  This area represents a significant portion of the Village’s sales tax business, which is imperative to the long term stability of the Village’s general fund.  The Uptown area represents approximately 24% of the Village’s total sales tax revenue and approximately 28% if automobile sales are not included.  The aforementioned competition have all made significant upgrades in recent years, both in aesthetics design of the buildings and gateway features as well as landscaping making these competition areas enhanced experiences for the customers and also more enticing for the businesses. 

 

After presentation of this study to the Village Board, the intent would be that this study be utilized as a guide to assist both public and private sector improvements along the corridor over time and as funding resources become available. 

 

The study was previously distributed to the Board to allow sufficient time to review the report. 

 

Recommendation

It is recommended that the Board review the study and after input, accept the report.
