The 2016 MFT Street Reconstruction Program includes 2.78 miles that will be reconstructed and 0.25 miles of streets will be rehabilitated, for a total of 3.03 miles of streets. Additionally, approximately 1350 linear feet of water main replacement in Francis Drive is also included.
The inclusion of the water main replacement is unusual and normally not included in this program. However, during the design phase for the street reconstruction of Francis Drive, the Public Works Department completed its evaluation of the Village water main in Francis Drive. It identified the water main along Francis Drive as a high priority for replacement. Therefore, the Engineering and the Public Works Department determined it would be most beneficial for the residents and the Village to coordinate the improvements and complete this work under one contract.
Bids were duly advertised and publicly opened on June 9, 2016. Two bids were received:
J. A. Johnson Paving $4,683,370.94
Arrow Road Construction $4,940,067.59
Engineer’s Estimate $5,076,328.10
The low bidder, Johnson Paving, has successfully performed the reconstruction program for the Village several times in the past. If approved, this project will begin in July and be completed by the end of November.
RECOMMENDATION
It is recommended that the Village Board award the contract for the 2016 MFT Street Reconstruction program to Johnson Paving in the amount of $4,683,370.94 and authorize execution of all necessary documents. It is also recommended that the Village Board approve a transfer of $200,000 from Water & Sewer Contingency to the Water and Sewer Fund and a budget amendment of $100,000 from the Water and Sewer Fund Reserves to the Water and Sewer Fund.
