BACKGROUND

 

In December 2003, Homeland Security Presidential Directive 8 (HSPD-8) classified Public Works as a first responder in situations of domestic terror, disasters, and other emergencies to strengthen the preparedness capabilities of the United States at the Federal, State, and local level. The Public Works Department would like to affirm its commitment to emergency preparedness and HSPD-8 by joining the Illinois Public Works Mutual Aid Network (IPWMAN).   

 

Founded in 2009, IPWMAN is a statewide network for Public Works Departments to coordinate outside assistance for municipalities affected by an emergency. IPWMAN was modeled after, and developed with assistance from representatives in, other first responder networks such as the Mutual Aid Box Alarm System (MABAS) and the Illinois Law Enforcement Alarms System (ILEAS). Since 2009, IPWMAN has grown from three members to 250 members. IPWMAN also represents Public Works as a member of the Illinois Terrorism Task Force (ITTF) and holds a seat at the Illinois State Emergency Operations Center.

 

Historically, the Arlington Heights Public Works Department has informally provided emergency assistance to surrounding municipalities when called on to do so. Joining IPWMAN would legitimize the Department’s commitment to providing mutual aid and enhance the professionalism and reputation of the Department statewide. Like all of our previous assistance, participation at each event is 100% voluntary and will be at the Department’s discretion.

 

In order to become a member of IPWMAN, the Village Board will need to authorize a resolution, approve the mutual aid agreement, and provide a list of all Department resources that are eligible for use during a mutual aid event. There is also a required dues payment based on population served. This annual cost is $500 and can be covered using a combination of dollars from the Public Works General Fund, the Water Utility Fund, and the Fleet Operations Fund.

 

RECOMENDATION

 

Staff recommends that the Village Board approve the attached Resolution Authorizing Execution of the Illinois Public Works Mutual Aid Network Agreement.
