BACKGROUND

 

The City of Rolling Meadows has secured an Illinois Transportation Enhancement Program grant to construct a new bike path along Euclid Avenue from Salt Creek to Rohlwing Road. The City asked the Village of Arlington Heights to share in the local match of funding the grant, which is 20% of the design engineering and construction costs. The City and Village previously entered into an agreement in 2015 to provide matching funds for Phase 1 preliminary engineering totaling $5,575 each. The City is now asking the Village  to pay 50% of the local match for additional Phase 1 engineering ($4,270 per community); Phase 2 design engineering ($7,504 per community); Phase 3 construction engineering ($5,575 per community); and construction costs ($73,117 per community). The additional funds will total $90,500 per community. Village funding shall utilize park land contribution funds previously collected from the developer of the Arlington Downs residential development.

 

The Agreement does allow for either municipality to withdraw its commitment at any time, with the municipalities sharing in any costs incurred up to the date of termination.

 

RECOMMENDATION

 

It is recommended that the Village Board approve the attached Resolution Approving an Intergovernmental Agreement  for "Euclid Avenue" Bikepath. The Village share shall not exceed $90,500.
