The Village recently issued a Request for Proposals to develop 1.4 acres of Village owned property at Golf Road and Arlington Heights Road. In furtherance of the possible sale of the property to a developer, the Village is seeking to obtain a focused No Further Remediation letter from the IEPA for the site located at 5-39 E. Golf Terrace, which was previously acquired by the Village. The site previously included a dry cleaners, therefore the Village submitted a Corrective Action Plan to the IEPA, which includes the Village adopting a groundwater control Ordinance which would prohibit the use of wells for potable water supply within 200 feet of the site.
There are three properties that currently have wells that are impacted by the proposed Ordinance (133, 135 and 139 E. Golf Terrace). Each property owner was sent a letter on February 16, 2017 informing them of the proposed Ordinance. All three properties have access to a Village water main in front of each property, and two of the three are currently connected to the Village water main. All three have wells for water supply that are apparently used for landscape irrigation. Adoption of this Ordinance would prohibit the future use of the wells for consumption and irrigation. The Village has offered to assist all three property owners with the cost of capping the wells and for the property owner of 135 E. Golf Terrace to connect to Village water. If adopted, the Ordinance will be recorded and sent to the IEPA and the impacted property owners.
Recommendation
It is recommended that the Village Board adopt the attached Ordinance Prohibiting the Use of Groundwater as a Potable Water Supply by the Installation of Potable Water Supply Wells or by Any Other Method for the property located at 5-39 East Golf Terrace.
