Last year the Village Board approved increasing the formal bid limit requiring Board approval for purchases of $10,000 or more to purchases over $20,000. This purchasing level is consistent with the level used by most municipalities.  In that same vein, Staff proposes a change in the Board approval level for the disposition of obsolete Village personal property.  It is proposed that the Village Manager’s authority to dispose of such personal property be increased from $2,000 to $10,000. 

 

The proposed level required for Board approval is consistent with most other area communities as shown in the survey below:

Should this proposal be approved the following requirements would still remain unchanged:

 

  1. No disposition of Village personal property can be made to an officer, agent, or employee, unless the property is being disposed of pursuant to sealed bids.

  2. For dispositions below and above the Board approval level, the Village will continue to use the NWMC and other intergovernmental auctions, govdeals.com, and the formal bid process as necessary to dispose of personal property.

 

Recommendation:

 

It is recommended that the Village Board approve the attached Ordinance Amending Chapter 3 of the Arlington Heights Municipal Code by amending Section 3-102h to increase the amount of the Village Manager's authority to dispose of personal property from $2,000 to $10,000 or less.
