BACKGROUND
On February 22, 2017 bids were opened for painting and comprehensive repairs to the west water tank at Well #16. The Board awarded the painting and repairs of Well #16 - West Tank to Jetco on March 20, 2017.
In preparation for the rehabilitation and painting, Staff prepared a Request for Proposals (RFP) for inspection services.
Proposals were solicited from three engineering firms with the in-house expertise for these highly specialized inspection services. The highly specialized nature of construction inspection services during water tank painting and welding makes the competitive proposal process difficult. The following three proposals were received for these specialized inspection services:

Robinson Engineering will perform project administration, review pay requests, paint inspection, weld inspection, material disposal administration, and project closeout for this project. It is expected that this project once begun will take about four months to complete. The importance of painting condition assessment is critical to minimize the potential for coating failures. When paint is applied properly, the coating should last at least 25 years. The low proposal from Robinson Engineering for related services is $32,400. Staff has checked references for Robinson Engineering and found them to be favorable.
RECOMMENDATION
It is recommended that the Village Board award a contract for professional services for Well #16 Tank Rehabilitation Inspection to the low responsible bidder, Robinson Engineering of Volo, Illinois, for $32,400 for project administration and water tank inspection, and authorize staff to execute the necessary documents.
