BACKGROUND

 

As part of the 2017 Budget, funding was included for up-lighting within the Palatine Road medians.  Previously the Village retained a consultant to study the Rand Road/Palatine Road/ Arlington Heights Road area to explore ways to beautify and create an identity for the area.  On June 6, 2016 the consultant presented the plan to the Village Board along with proposed phasing.  The first phase is for up-lighting within the Palatine Road medians.  The up-lighting will consist of a unified LED system with RGB capabilities within three medians along Palatine Road.  The system will allow the Village to remotely change the colors of the up-lighting throughout the various seasons.  There are approximately 42 trees within the three medians that will be illuminated.       

The Rand Road/Palatine Road/Arlington Heights Road area represents a significant retail sales tax generating area and the shopping district has seen stiff competition from neighboring communities including Randhurst Village, Deer Park and Woodfield Mall.  The Uptown shopping district encompasses over 1.5 million square feet of retail space and generates approximately $280 million in sales annually.  This area represents a significant portion of the Village’s sales tax business, which is imperative to the long term stability of the Village’s General Fund.

The Department of Planning and Community Development issued a request for proposals in order to obtain estimates from consultants for the design of the Palatine Road up-lighting system.   

Budget 

 

The study would be funded by TIF 5 and the Capital Projects Fund, which both include funds for Rand Road Corridor Identification Enhancements (Palatine Road Up-lighting) in the current fiscal year budget.

Total - $270,600 for construction and design engineering.

 

It was anticipated that the consultant would be 10% of the budgeted project cost ($270,600) and the proposal is slightly higher than anticipated:

Analysis

The project is unique since it involves civil engineering as well as electrical engineering.  The RFP was sent to six consultants and the Village received one response from HLR.  HLR has successfully completed similar projects for other municipalities and has done satisfactory work for the Village in the past.

RECOMMENDATION
 It is recommended that the Village Board authorize the Village Manager to enter into a contract with HLR for design services for the Palatine Road median up-lighting for the amount of $31,624 to be funded from the Capital Projects Fund ( #401-4001-571.50-30) and TIF V (#264-4001-571.50-30 - ST1720 ).
