Pavement rejuvenation was completed as a field test on a few streets in the Village in 2013 and 2014 by applying Reclamite, which is an emulsion made up of specific petroleum oils and resins and was formulated to extend the life cycle of asphalt pavement by restoring and preserving the asphalt’s binder. This field test has been successful, and Reclamite will be applied to all streets completed in 2016, as well as Nichols Rd (Arlington Heights Rd to Kennicott) and Walnut Ave (Oakton St to Thomas St) which were reconstructed in 2015. The total pavement surface area to have Reclamite applied is 192,350 square yards.
The Municipal Partnering Initiative (MPI) is a working group of sixteen Chicagoland suburban municipalities which have been working together in group bids since the fall of 2010. Combining multiple municipal bids allows for lower pricing through greater quantities. The Village of Winnetka led a group of municipalities this year on a bid for Pavement Rejuvenation. Bids were duly advertised and publicly opened by the Village of Winnetka on behalf of MPI on March 17, 2017.
Corrective Asphalt Materials, Inc. was the low bid received by MPI. Their unit prices to apply Reclamite, furnish and apply lime screenings, traffic control, resident notification, pre-sweeping and post sweeping are as follows:

Corrective Asphalt Materials, Inc. has successfully applied Reclamite to test streets in the Village in 2013 and 2014.
RECOMMENDATION:
It is recommended that the Village Board authorize the execution of a contract with Corrective Asphalt Materials, Inc. in the amount of $151,956.50 for the 2017 Pavement Rejuvenation. Funding for this project is available in the Resurfacing Program Capital Project Fund, 401-5001-571-50-30, ST9008
